The Affordable Housing Supply Programme (AHSP) comprises a range of funding mechanisms to enable affordable housing providers to deliver homes for social rent, mid-market rent, and low cost home ownership in communities across Scotland to support local authorities’ Local Housing Strategies.
The Programme for Government makes clear we are committed to delivering 110,000 affordable homes by 2032 of which at least 70% will be available for social rent and 10% will be in our remote, rural and island communities.

Council areas across Scotland are to share more than £3.2 billion in grant funding over five years to deliver more affordable homes.
The Scottish Government has allocated Resource Planning Assumptions for the full five-year period of this current parliament to provide the certainty and assurance that the housing sector needs to deliver the ambitious affordable homes target set out in Housing to 2040.
The National Acquisition Programme is one of a number of actions we are prioritising in 2023 to 2024 to help to reduce the number of households in temporary accommodation. It is backed by investment of at least £60 million from local authority resource planning assumptions within the Affordable Housing Supply Programme. This programme will enable local authorities and registered social landlords to acquire properties of the right types and in the right places for use as high quality, affordable, permanent homes.

A review of Affordable Housing Investment Benchmarks was undertaken between March and June 2021. It was carried out by a cross-sector workin g group and was jointly chaired by the Scottish Government and COSLA. Following consideration of the final report on the work of the group, the former Cabinet Secretary for Social Justice, Housing and Local Government advised the working group of her decision on the outcome.
The Scottish Social Housing Tender Price Index measures the movement in construction costs of social housing in Scotland. The index is based on analysing the construction costs in accepted tenders for affordable housing. Grant applicants provide tender information through the Housing Tender Return.
This offsite construction advice note, which will be of interest to councils, registered social landlords, designers, housebuilders and others involved in the delivery of new affordable homes in Scotland, sets out current thinking about the use of offsite construction for the delivery of new homes through the Affordable Housing Supply Programme. This includes developing a business case for greater use of offsite construction; the outcome of which will inform a broader, net-zero new homes strategy for the affordable housing sector.
